Regional Plan Revision for Ho Chi Minh City, Vietnam. Leading a small foreign team local staff, directly for the national government, on revising the regional plan originally worked on in 2007 (see below). Greater emphasis is now placed on the vulnerability of the region to climate change and regional economic instability with the goal of achieving robust and sustainable regional development.

Nexus project formulation for Nashik, India. Second project following on from the Dar es Salaam project (below) with mission carried out in collaboration with ICLEI. Focus on reviving irrigated land on speculated urban fringe and introducing sustainable sanitation systems.

Training in Informal Settlement Upgrading, Egypt. Teaching and running a project with international students at the el Gouna campus of TU-Berlin with groups generating solutions to problems of tenure sanitation and local economic development in a Hurghada informal area.

Nexus project formulation for Dar es Salaam, Tanzania. Desk research and mission to Dar es Salaam to explore possibilities for a project in the framework of the GIZ Programme ‘Sustainable Development of Metropolitan Regions. Carried out interviews and wrote inputs to a conference and final project recommendations.

Transition Nueva Ecija, Philippines. Working through own NGO, with a number of local NGOs to develop Transition Town initiatives in a number of towns in the province. This includes upscaling existing initiatives in organic farming (permaculture, manufacture of organic fertiliser) and mass reforestation through volunteers. Five Local Government Units (LGUs) involved.

Local Government Reform in Tbilisi – A case Study. Working with the local government of Tbilisi, Georgia under European Commission contract to document a number of initiatives to develop policies and programmes in local development. Received material from the municipality and carried out interviews of relevant actors involved in the programmes, wrote up the case studies in collaboration with local authority personnel.

Sustainable Jobs and Green Construction in Gaza. Four-day input for the ILO, co-facilitating a series of stakeholder focus meetings and input to a conference with educationalists, professionals in planning and building, trade unions and employer’s associations and government. Produced training materials.

Integrated Infrastructure Development in Selected Asian Cities – the Nexus Initiative. Project formulation: Team Leader in mission for the GIZ to assist ten city authorities and partners in six countries to formulate local initiatives to improve efficiency in water and energy use, develop renewable energy sources and improve food security. Visited cities and regional organisations to determine interest and logistics, made substantive input to project preparation workshop in Bangkok and wrote mission report.

Training Material on Improving Livelihoods in Key Sectors of the Economy in Low-income Settlements. For the International Labour Office, in collaboration with UN-HABITAT and the World Bank. Comprising a Trainer’s Manual, Course Handbook and transparencies as a model course to be delivered to stakeholders in particular cities. Produced all the materials.

Manual for Formulating Projects and Studies Concerning Labour Issues in Greening the Sectors of the Built Environment. For the ILO. Reviewing the full range of subsectors comprising the built environment, analyzing the employment and related labour consequences of potential increases or redirection of investment into urban greening programmes and projects. Formulated and wrote the Manual.

Support to Metropolitan Governance, Georgia. For the European Commission. Assisted in the design of institutional arrangements and functions for inter-municipal cooperation, focusing initially on Tbilisi and neighbouring municipalities with potential applicable elsewhere in the country. Researched and wrote report, organized a planning workshop and wrote ToR for a future EC-funded programme.

Meeting Skills Needs for Green Jobs in the Building Sector. For the ILO, funded by the EC. Component of a global study on meeting green jobs skills. Carried out literature search and then hired local consultants in 12 countries to obtain detailed information. Wrote synthesis report.

Stimulating economic development in Slum Upgrading Projects. For the Inter-American Development Bank managed by Büro für Umweltplanung und Stadtentwickling (BUS). Responsible for summarising case studies, drafting general conclusions and Operational Guidelines for Bank staff project formulation.

Municipal Infrastructure Project, Syria. For the European Investment Bank, selecting and defining in detail a number of projects to be financed in the near future through a loan of €50 million to Syrian local authorities, and formulating the institutional framework through which the loan will be administered.

Policy Advisory Note on Urban Employment. For the ILO in association with the Cities Alliance, the UCLG and UN-HABITAT; a desk study with external sub-consultants in Brazil, South Africa and the Philippines aiming to combat the growing urban employment crisis with a coherent set of policies to create employment.

Report on Natural Resources Available for Development amongst the Least Developed Countries. For the UNCTAD biennial report on the LDCs. Desk study drawing together information from diverse sources to provide an overview of current and future (sustainable) development resources.
Training Course in Local Economic Development, Bogotá. New Synergies in Development (NSD) in collaboration with Los Andes University: 50 functionaries from the provinces and central government concerned with the development of Local Economic Development Agencies (LEDAs). Developed and delivered course.

Monitoring European-Asian Inter-Universities Research Programme on Pro-Poor Tourism. Two European and three SE Asian Universities collaborated on a two-year EC-financed programme to develop mechanisms for directing benefits of tourism to the poor. Participated in a programme coordination meeting, received all documentation, interviewed participants and wrote monitoring and final evaluation papers.

Evaluation of Elements of Local Economic Development Programme in Jordan. Visited five projects, discussed with Ministries and involved staff of pilot project component of the SPP programme of the World Bank, under commission of the GTZ to focus specific attention on the GTZ component of the programme. Wrote evaluation report.
Evaluation of Selected Asia Urbs Project. Team Leader on missions for Europeaid to visit projects in Vietnam, Indonesia and China (other team members visited Nepal and Philippines) as well as European partner countries, to evaluate activities undertaken by the projects in the light of their proposals and the aims of the Programme.
2003
Urban Strategy and Programme for Somalia. Team Leader of a mission for the EC Somalia Unit, based in Nairobi, to produce an overview of needs to develop capacities in urban governance and management in the face of rapid urbanisation. Visited northern Somalia, organised two workshops co-wrote and edited strategy and programme reports including documentation for tendering of the eight million Euro programme to be implemented over the coming four years.

Mid Term Evaluation of Asia Urbs Programme. Team Leader of a mission for the EuropeAid, under SEMA-managed Framework Contract. Visited 16 projects in six Asian countries as well as a selection of European local authorities and interviewed other concerned actors. Analysed the extent to which programme objectives have been achieved and recommended the main parameters of a new phase of the programme.
Consensus for Development, Cali, Colombia. Ongoing work with NSD to assist a wide range of actors at local, national and international levels to rethink the development processes, focusing on local needs and capacities. Wrote background paper and participated in Norwegian-funded three-day workshop (See web site:www.newsynergies.org)
Poverty Reduction and the Role of the International Labour Organisation. Keynote paper written and delivered to two-day internal seminar of IFP/SEED to help formulate a strategy on focusing their programmes on poverty reduction.

Project Design for Urban Environmental Planning, Vietnam. Team Leader on mission for EuropeAid, under Kampsax managed Framework Contract, to design a new programme in urban environmental planning and management. Interviewed national and local government agencies and donors, organised workshops and wrote all necessary documentation for a 10 million, five-year programme that will involve training and local projects in 15 cities in southern Vietnam.
Seminar on new approaches to Local Economic Development. In the framework of the programme under development by NSD involving three regions in Colombia, the Inter American Development Bank (IDB) funded the writing of a strategy paper and its presentation and discussion at the Universidad de los Andes, Bogotá.
Sustainable Cities Book – Published for World Summit on Sustainable Development. Commissioned to draft the central part of this book, financed by the UK Department for International Development (DFID) and edited by the Development Planning Unit (DPU, University College London. (See publications)

Poverty reduction and the informal sector in Romania. Advisor to the Romanian Institute for the Quality of Life, consultants to UNDP hired to write a background paper for a high level Round Table aimed to develop a more coherent national poverty reduction programme.

‘Eco-city planning’ – urban environmental management, Yangzhou, China. Consultant to German Technical Cooperation (GTZ) to organise a seminar and help to formulate a longer-term project involving this medium-size city.

Pilot public administration reform project, Haiphong, Vietnam Consultant to UNDP and the Department of Science, Technology and Environment (DoSTE) of the city of Haiphong. Responsible for devising strategies and procedures for incorporating environmental concerns into the provincial planning process.
Course guide on developing the potential of the urban informal economy. Consultant to the ILO, editing material produced in Asia into a course guide for actors at the municipal level and participating in an initial test of the guide in Bangkok, Thailand followed by negotiations to build the use of the material into a UNCHS-executed municipal development project in Vietnam (see publications).

Taming the automobile to make way for public space. Consultant to Mayor Peñalosa of Bogotá, Colombia. Conducted university seminars and participated in an international conference. UNDP funded.
Promoting Sustainable Human Development in Cities of the South. Consultant to the United Nations Research Institute for Social Development (UNRISD) to produce one of a number of papers for 'Copenhagen Plus 5' social summit (see publications).
Guidelines for urban environmental management. Consultant to a consortium of European Universities for the European Commission DG1B and DG8. Follow-on contract to background study concerning technical assistance on urban environment (see below) and background work by other consultants on urban management. To produce aids to EC staff and others in developing urban projects and programmes. Responsible as main writer of sections of the Guidelines and management of the urban environment contract.

GTZ urban programme for Indonesia. Consultant to German Technical Cooperation (GTZ) country office, Jakarta. Wrote country working paper and participated in workshops designed to develop a programme for technical cooperation in urban management in the framework of the decentralisation of GTZ programme planning.
Participatory approaches to urban management, Indonesia. Consultant to Büro für Umweltplanung und Stadtentwicklung (BUS - Urban Development and Environmental Planning) for the German Ministry for Development Cooperation (BMZ). Responsible for coordinating the work of subconsultants (Urban and Regional Development Institute - URDI) and completing a report designed to review the history and help develop a policy for German technical cooperation in the area of urban management in Indonesia as part of a wider study of three countries in South East Asia.
Participatory environmental management and clean-up in Samut Prakarn, Thailand. Consultant to IP GmbH contracted by the Thailand Environment Institute (TEI) with EC funding to assist develop means to reduce serious pollution in a highly industrialised suburb of Bangkok. Took part in the strategy planning process with the multi-stakeholder Participatory Environmental Management Committee and wrote a report on mechanisms for capacity-development and institutionalisation.

1997-2000
Urban environmental management in Surabaya, Indonesia. Consultant to the GTZ. Project advisor to extension of World Bank Metropolitan Environmental Improvement Programme to Surabaya. Designed to implement a number of local activities and develop municipal environmental management decision-making mechanisms, including training. Visited the project circa every four months, writing policy and development papers and active participation in many events.
1997
Study on Urban Environment in Asia, the Mediterranean and Latin America. Consultant to Euronet Consulting on contract for the European Commission DG 1B. Managed a two-person team to review development assistance by the EC and other agencies to developing countries in the field of urban environmental planning and management. Recommended policy directions and mechanisms for enhancing the impact of EC assistance in this field. The results were published as The Urban Environment in Development Cooperation (see publications).
Sustainable Development in South East England. Independent consultant to the South East Economic Development Strategy Association (SEEDS), a consortium of local authorities, to write one Chapter in 10-year anniversary book on achievements and future directions of the organisation. One of an editorial group of three for the production of the volume (see publications).

Assessment of environmental project proposals submitted to DG 1B of the European Commission, Brussels. Consultant to Euronet Consulting. One of three external assessors requested to make a technical review of submissions from Asia, Latin America and the Mediterranean and further to review the overall procedures for eliciting and assessing project proposals.
Defining ToR for development/tourist impact studies, Bali, Indonesia. Consultant to the Development Planning Unit (DPU), University College London, funded by the British Council. Consulting local interests, via the Bali Human Ecology Study Group, to define basic problems needing further study and action
Workshop on Sustainable Development, Guangdong Province, China. Consultant to the DPU, funded by the British Council to organise a one week workshop for 160 local planners, sponsored by the Guangdong Construction Commission. Lectured and organised discussions and exercises.

Regional urban environmental management workshop, South East Asia Büro für Umweltplanung und Stadtentwicklung (BUS) principal under contract to the GTZ. Organising groups in five ASEAN countries to prepare for, and disseminate outputs from a five-day workshop held in Jakarta, Indonesia. Designed the form and content of the Workshop and facilitated the main plenary sessions.
Regional impact of highway upgrading, Chile. Consultant to the DPU and AC Consultores, working for the Ministry of Public Works. Adviser on project assessing regional and local impact of upgrading main north-south highway (Ruta 5) and framework for secondary road development.
Tunis metropolitan structure plan, Tunisia. Consultant to Huszar Brammah Associates working for the Ministère de l'Environnement et l'Aménagement du Territoire with World Bank funding. Adviser to the team responsible for producing the Regional Pollution Control Plan and the Regional Green Plan; produced three background papers.

Urban environmental strategy, Thailand. Consultant to Krüger, on DANCED (Danish) technical assistance to the Urban Development Coordination Division of the National Economic and Social Development Board (NESDB-UDCD) on developing an urban environmental planning and management strategy for the 8th National Development Plan period (1996-2001). Responsible for leading a team in writing the strategy on public participation (see publications).
Urban environmental policy, Thailand. Consultant to IP GmbH, commissioned by GTZ on request of the NESDB-UDCD to evaluate GTZ experience in urban environmental planning and management in Thailand and to make recommendations for the 8th Plan. Coordinated policy team, drafted policy documents and assisted in organising major workshops.
Urban environmental management, Thailand. As BUS principal, consultant to the GTZ. Evaluating previous programme (see below) and planning for a new three-year programme of assistance to the Thai government in establishing a national system for urban environmental planning and management.
Development of national environmental policy, Hungary. As BUS principal, seconded to Institute for European Environmental Policy (IEEP). European Union PHARE programme adviser to Hungarian Ministry of Environment and Regional Policy in the development of the 1994 programme on environmental policy and legislative harmonisation, in line with EU law and 5th Environmental Action Programme (Towards Sustainability). Produced draft ToR for consultancy contracts.

Integrated Urban Infrastructure Development Programme (IUIDP) in 18 towns in Sulawesi, Indonesia. Independent environmental adviser to Louis Berger International on World Bank funded project. Responsible for developing framework for environmental analysis of five year urban financial plans and writing a Regional (Urban) Environment Report.

Urban environmental management tools study, Portugal. Independent adviser to the National Building Research Agency (LNEC) on wide-ranging review of local environmental auditing and action planning methods appropriate for implementation in Portugal.
Urban environmental management project definition, Ankara Turkey. As BUS principal, consultant to the GTZ on four person mission to define a three year project to assist the municipality of Ankara to improve the capacity to manage the environmental consequences of rapid urbanisation.
Industrial sector opportunities study, Malawi. Independent environment consultant to Maxwell Stamp plc on African Development Bank funded study of industrial development opportunities. Interviewed government and industry personnel, assessed both the state of environmental controls and the possible impacts of proposed new industries.
Environmental management training course, Yunnan, China. Independent consultant to the DPU as team member in the development and running of a British Council funded course for circa 35 officers in local and regional agencies responsible for environmental protection.

1993
Tumen River Project, China-Russia-North Korea Borders. Independent consultant to UNDP as environmental adviser on evaluation team to this project. The project is helping the three countries to secure an economic development framework for this environmentally sensitive border region.

1993-94
Baguio and Dagupan urban planning study, the Philippines. Independent consultant to Huszar Brammah and Associates, working for the Ministry of Planning on an EC-funded contract. Analysed regional environmental problems; responsible for developing environmental policies and programmes.

Urban environmental management project, Thailand. The second phase of the GTZ-funded environmental training materials project (see below) focused on Thailand, developing locally appropriate urban environmental action planning methods, and training initiatives for central and local government officials, and academic and NGO staff to disseminate these methods. BUS principal, responsible as Project Manager for developing and overseeing the project as a whole.

Jabotabek Metropolitan Development Plan Review (JMDPR), Jakarta, Indonesia. Independent consultant to Culpin Planning, working to the Ministry of Public Works on a World Bank (JUDP III) contract. Responsible for analysing the environmental and social impacts of current trends and advising the planning team on possible mitigation measures.

Manual for urban environmental management. As BUS principal, consultant to the GTZ. Wrote, edited and published a manual designed to disseminate to countries throughout Asia, Africa and Latin America the experience gained local environmental planning and management through the Urban Environmental Training Materials project in Nepal and Thailand.

UNDP/World Bank/UNCHS Urban Management Programme. Team Leader and responsible for environmental component in UK Overseas Development Administration (ODA) funded consortium headed by the DPU and including the DAG (Birmingham University) and the WDEC (Loughborough University), responsible for facilitation of regionalisation programme to Asia, Africa, Latin America and the Middle East.

1991-92
Environmental component of urban planning procedures, Thailand. Independent consultant to the GTZ advising the Department of Town and Country Planning. The Department is developing Guidelines for planners and this consultancy involved working environmental planning methodology into their procedures and into the Guidelines.

Development of urban environmental training materials. Independent consultant to the GTZ. During the first phase of the programme ran scoping workshops in Nepal and Thailand and hired local consultants to generate material; edited into a set of Guidelines for municipal decision-makers. Project Manager, responsible for developing and overseeing the project as a whole.
1991
‘Sustainable Cities’ project formulation in Jakarta, Indonesia. Independent consultant to UNCHS. Discussed with government officials and representatives of World Bank and UNDP initiatives in environmental planning and management with a view to developing projects in Jakarta to complement existing international agency programmes. Made two presentations to a workshop organised by the World Bank and CIDA on environmental management in Jakarta.
Urban planning applications of remote sensing in African cities. Independent consultant to Environmental Resources Limited (ERL - subsequently Environmental Resources Management - ERM) on EC funded project. Responsible for appraising planning mechanisms and initiatives in Nairobi, Kenya and Ibadan, Nigeria and discussing uses the technology with officials in the two cities.

Energy planning and management in Sri Lanka. Independent consultant to the DPU on British Council funded mission to analyse the need for energy planning and management training in both formal and rural sectors. Working within the Ministry of Power and Energy, wrote a report on the current situation of the Sri Lankan energy economy and identified a structure for improving energy planning and management.

Humberside Environmental Audit. Independent consultant to ERL under contract to Humberside County Council. Comprehensive environmental audit of all activities in the county with a view to identifying problems and improving the environment. Responsible for analysing energy use throughout the county and identifying opportunities for improved efficiency and possible exploitation of renewable sources.

Sunter river basin study, Jakarta, Indonesia. Independent consultant with Culpin Planning on ODA funded project aimed at reducing heavy pollution in this urban river. Team member responsible for institutional development and working with community interests to develop environmental awareness and improved control mechanisms.

1989
Samanalawewa hydroelectric project impact study, Sri Lanka. Independent consultant to ERL on ODA-funded study. Construction was already under way without adequate assessment of impacts or mitigation. A rapid appraisal to identify problems needing detailed scrutiny. Responsible for analysis of social impacts and resettlement problems.

Urban environmental project identification in Brazil. Independent consultant to the ODA. Visited agencies with environmental responsibilities in Brasilia, Sao Paulo, Rio de Janeiro and Recife with a view to identifying projects for technical co-operation and training which could be funded by the UK Government. Presented the results in Brasilia and in a report to ODA.

1989-91
Green Plan for South East England. Independent consultant to the SEEDS Association. A consortium of environmental and trade union organisations was put together to devise a planning strategy, aimed at local authorities throughout South East England, to address environmental issues of growing concern to the public. Responsible for developing and co-ordinating the programme, consulting widely, writing ToR and commissioning substantive work, then editing and presenting the results.

1988-89
Environmental implications of channel tunnel rail traffic to and within London for British Rail. Independent consultant to ERL. BR generated a large number of alternative routes to and through London and a number of potential terminal sites, carrying out preliminary engineering and costing. ERL analysed the environmental impact of these alternatives. Co-responsible for collecting and arranging data on the routes and terminal options within London.

1988
Short term prospects for renewable electricity generating technologies and electricity imports. For the Consortium of Opposing Local Authorities (COLA) to the Hinkley Point 'C' Public Inquiry. Responsible for hiring experts and managing this tranche of evidence, showing that electricity generated from renewables and imports would be more economic in supplying non-fossil electricity than a new nuclear station in the UK. Presented the introduction to the case.

Nuclear power station emergency planning procedures. For the Nuclear-Free Zones Authorities. Independent consultant to Earth Resources Research Ltd (ERR). Critically reviewed existing emergency planning procedures for all kinds of accident conditions at UK nuclear power stations. Responsible as part of a team for investigating current arrangements and their adequacy against a number of scenarios.

Environmental implications of fusion power. Part of an overview report on fusion power to the STOA project of the European Parliament in Luxembourg by the Centre for Energy Studies (CES). Independent consultant to ERR. Critically reviewed and summarised existing analyses of possible environmental impacts of a commercial fusion programme as input to a European Parliamentary review of funding for the European fusion R&D programme.

Briquetting of agricultural and timber residues in Brazil. Independent consultant to Planning for Energy and Environment, reporting to SIDA, Swedish Aid. Reviewed the uses and potential of briquetting as a means to increase the use of agricultural and forestry residues as a route to improved energy supply in rural areas. Researched the machinery industry and users of briquetting equipment in southern Brazil.

Developing planning strategies and mechanisms to avoid pollution problems in the State of Rio de Janeiro, Brazil. Employment Impact analysis of proposed development on the Royal Docks site in Newham, London. Undertook For the London Docklands Development Corporation (LDDC). Independent consultant to ERL. Responsible for generating the analytical structure and co-ordinating and reporting on the employment impacts.

Channel tunnel environmental impact analysis. For the Channel Tunnel Group and British Rail. Independent consultant to ERL. This was the main environmental impact assessment for all facilities on the English side of the tunnel. Responsible, inter alia, for review of the social aspects of the main site and generating the framework for analysing the site for the freight terminal.

Review of local energy initiatives in the UK. PLANCO Planning Cooperative consultant to the Centre for Local Economic Strategies (CLES). The project aimed at providing a critical review and information base for local authorities in this rapidly developing area. It involved interviewing some 30 central and local organisations and agencies and organising a seminar to discuss the results.

Social and economic impacts of a new coal mine. For British Coal. Independent consultant to ERL. Part of a comprehensive environmental impact assessment commissioned by BC upon which to base their case for building a new mine to extract three million tons per annum of coal on the western outskirts of Coventry. Attended meetings with local organisations and local authorities to canvass views, carried out all necessary research in this area and wrote report.

Social and economic impacts of radioactive waste disposal options. For the UK Department of the Environment (DoE). Independent consultant to ERL. One of nine contracts let by the DoE to explore the problems of radioactive waste disposal. Devise methodologies for site-specific investigation and to apply the methodology to generic disposal options by way of a policy assessment. Responsible for investigating and documenting quantification methods and writing policy assessment report.

Solid waste management strategy for Mexico City. For the World Bank. Independent consultant to ERL. One of a group of generic studies commissioned by the World Bank to assess the nature of problems and comprehensive solutions to deteriorating environmental conditions in cities in developing countries. Responsible for evaluating the analysis of social impacts of new solid waste management proposals for the first-stage report.

Promotion of and consultation on combined heat and power (CHP/DH) scheme amongst consumers in London. For the Industry and Employment Division of the Greater London Council and the London Boroughs of Southwark and Tower Hamlets. Responsible for the production of high-quality promotional material. Liaison with companies and organisation of meetings and workshops to introduce consumers to CHP/DH and initiate a more fine-grain consultation exercise.

Lecture tour of China exploring possibilities for academic exchange relating to development planning education. Funded by the People's Republic of China and the British Council. Independent member of team of six organised by the DPU. A cycle of lecture/seminars was held in four cities each involving up to 40 practising and academic urban and regional planners. Responsible for environmental/energy lectures as well as for the preparation of a 10-panel travelling exhibition.

Rural energy plan for Botswana. For the ministry of Mineral Resources and Water Affairs, funded by the UK ODA. Independent consultant to ERL. The rural component of a national energy plan, mainly concerned with finding solutions to growing problems of firewood provision. Responsible for interim co-ordination in Botswana and setting up consumption surveys in two of the five study areas.

Review of methods used to assess social impacts of nuclear power stations. For Dagh-Watson, Milan. Independent consultant to ERL. This study called for the assembly of all work to date in the UK on social impacts of nuclear power stations, together with relevant assessments and theoretical material in related areas. This was summarised and presented with excerpts from relevant reports.

To identify practical measures to implement new approaches to development programmes and planning advocated by the ministry. Responsible in a team of six for socio-economic and planning considerations. Generated two projects and wrote sections of the report.

Part of a major study, used by the GLC in evidence to the Sizewell Inquiry into the construction of a nuclear power station. A study of employment consequences of a London-wide CHP scheme as alternative to the nuclear scheme. Responsible for design and co-ordination of the study and report writing.

An innovative programme of the newly created Industry and Employment Division. Included establishing a community consultancy, the London Energy and Employment Network (LEEN), and serving on the Council and Executive Committee.

Social and employment impacts of combined heat and power schemes. For the House of Commons Select Committee on Energy study into combined heat and power with district heating (CHP/DH). Requested by Socialist Environment and Resources Association (SERA) and National Energy Efficiency Forum (NEEF) to produce short papers on employment effects and the existing problems of fuel poverty in the inner urban areas.

Commissioned by the SERA to summarise studies so far carried out in the UK and USA into the social and employment impacts of a major energy conservation programme. Made recommendations on methodologies which should be adopted in evaluating alternative implementation policies.

The plain of Thessaly is partially irrigated but complete irrigation would require major engineering works including a 17-24 Km tunnel to the neighbouring Acheloos water catchment area.
